1. What is the Valley Highway Project?

    The Valley Highway Project is an environmental study of Interstate 25 (I-25) corridor needs from Broadway to 6th Avenue and along west 6th Avenue from I-25 to Federal Boulevard. The Valley Highway Project will result in the development of an Environmental Impact Statement (EIS) by the Federal Highway Administration (FHWA) and the Colorado Department of Transportation (CDOT).

2. What is the process of an Environmental Impact Statement?

    An EIS is developed when a proposed action (in this case transportation improvements) could have a significant impact on the environment. The process includes agency and public scoping to identify critical environmental issues. A number of design alternatives are developed to address the need. Environmental impacts of these alternatives are evaluated. As part of the EIS process, two documents are developed for public review and comment: the Draft EIS and the Final EIS. Both are full disclosure documents that provide a full description of the proposed project, the existing environment, and analysis of the anticipated beneficial and adverse environmental effects of the range of reasonable alternatives.

3. What aspects of I-25 have been evaluated as part of the EIS?

    The existing I-25 system has been evaluated with respect to accessibility, traffic flow, safety, and roadway geometric deficiencies.

4. Why was the segment of I-25 between Logan Street and 6th Avenue studied?

    Now that T-REX is complete, the I-25 Valley Highway has a segment of freeway that has only three through lanes, in each direction from Broadway to Alameda Avenue. The Valley Highway Project will increase the number of lanes from three to four through lanes making the I-25 corridor consistent from Logan Street through the Alameda Interchange to 6th Avenue.

5. Why does the Valley Highway Project end at 6th Avenue?

    Although there are needs north of the Valley Highway Project, the basic project need to address the traffic bottleneck and balance the number of lanes through the I-25 corridor can be met between Broadway and 6th Avenue.

6. Will the segment north of 6th Avenue be studied following T-REX and the Valley Highway Project?

    It is anticipated that the I-25 segment from 6th Avenue to 20th Street will be covered under a separate future study.

7. What is a Phased Record of Decision?

    The purpose of the Record of Decision (ROD) is to document the FHWA’s decision on the I-25 Valley Highway Project. Due to current funding limitations and the requirements for fiscal-constraint, only Phases 1 and 2 as identified in the Final EIS, are being selected for implementation in this ROD. Subsequent project phases will be selected and implemented as additional funding become available, enabling CDOT and FHWA to work toward implementation of the entire Preferred Alternative. For each subsequent phase, a ROD will be issued detailing the phase to be implemented. CDOT and FHWA will review the information provided in the Final EIS and this ROD in preparing each subsequent ROD.
