SUBJECT: Valley Highway EIS – 6th Avenue Business Workshop Meeting Summary


Open House format occurred from 5:00 to 5:50 PM. The boards that were present were of the original 8 alternatives and why they were screened at the different testing stages, along with more detailed drawings of the 3 alternatives that have been advanced to the systems alternatives (Alternatives 1, 5 and 7).

Tony Gross with the Colorado Department of Transportation (CDOT) started the presentation portion of the meeting at 5:50 PM

Introductions were made and the slide presentation presented. The slide presentation is attached as a separate file.

Matthew Pacheco with CDOT presented the design portions of the presentation relative to the 6th Avenue deficiencies, while Steve Hersey with CDOT presented the traffic operations and safety concerns along 6th.

Cassie Gouger of Felsburg Holt & Ullevig noted the attendee’s comments/concerns on an easel notepad throughout the presentation and are listed below.

  • Southbound I-25 8th to 6th Avenue ramp is congested.
  • Concern about the westbound 6th Avenue ramp from southbound I-25 moving west.
  • There is a great future potential for this industrial area, which might increase traffic.
  • 7th Avenue is currently very narrow and steep. Concern was given to its use as an alternative route to access Bryant.
  • Are business impacts occurring in exchange for avoiding parks? No, park impacts stand alone relative to the businesses.
  • Park impacts spark a 4f process
  • Added impacts to traffic on street between 6th and 8th will occur with ramp closures.
  • Federal operations should be improved to accommodate the added traffic (semi turning radii) from the ramp closures.
  • Bryant should continue to 8th, Kenosha might not accommodate trucks.
  • 8th Avenue exit is “Awful”.
  • Adding a signal at 5th Avenue and Federal is probable.
  • Make roadway improvements on local streets to accommodate new traffic patterns.
  • No attendees favored Alternative 7, completed diamond.
  • Fix 5th Avenue alignment.
  • Federal EA to tentatively start in Dec/Jan, improvements could possibly be built prior to the EIS improvements…depending on funding.
  • Start of Construction? Will depend on funding availability amongst the multiple Environmental Impact Statements and Environmental Assessment projects that are currently being evaluated. There is no funding currently for any of the improvements represented in the Valley Highway EIS.

Tony asked if a follow up meeting should be held in approximately 2 months. And, within those 2 months, CDOT personnel could ride along with the business vehicles to get a feel for their day to day operations and needs. The consensus was that individual meetings might serve purpose better, but CDOT personnel riding along with vehicles was a good idea.
