SUBJECT: Valley Highway EIS Noise CWG

MEETING PURPOSE

Follow up on unresolved CWG issues and CWG proposal to CDOT for “nuisance” noise reduction.

Meeting Summary

Tony Gross from CDOT started the meeting with introductions and a brief project update. The changes to the Broadway viaduct project were discussed.

Tim Aschenbrener from CDOT presented additional findings on quiet pavement use in the US and other countries.

Dale Tischmak from FHU reported that nothing new was found on the subject of additive effects of multiple noise mitigations, and then presented an overview of the noise analysis results and initial recommended noise mitigations for the EIS. Specific noise abatement actions deemed feasible and reasonable were presented.

The remainder of the meeting centered on a discussion of what CDOT may be able to do to address “nuisance” noise from I-25. This is traffic noise that is not otherwise considered for mitigation. This discussion will be organized into a proposal from the CWG to CDOT management for suggested actions\features to be incorporated into the project.

Comments/Follow-up Items

Throughout the meeting, attendees raised their questions, concerns, personal observations and suggestions. The key points and action items that were taken from the meeting were:

  1. Provide a copy of the viaduct noise variance to WWPNA.
    Response or Follow-up Identified:
FHU resent a copy via email to WWPNA on February 3, 2004
  2. Schedule meeting with community groups on viaduct noise variance once contractor has been selected and next construction phase is ready to begin.
    Response or Follow-up:
CDOT will schedule and conduct such a meeting after a contractor is selected, likely after July 2004.
  3. Prepare a proposal from the noise CWG to CDOT management regarding CWG concerns with and suggested actions for “nuisance” noise from I-25.
    Response or Follow-up:
FHU will prepare a draft proposal and forward it to CDOT (Tony). CDOT will coordinate with the CWG at a later date.
