Public Meeting Summaries and Presentations
- November 30, 2006 – Final EIS Public Hearing
The Final EIS Public Hearing was held on November 30, 2006, at the Drury Gymnasium at 375 S. Zuni. The public hearing was held to release the Final EIS to the public and to solicit comments and feedback on the Preferred Alternative identified for the project.
June 2, 2005 – Draft EIS Public Hearing
The Draft EIS Public Hearing was held on June 2, 2005, at the Drury Gymnasium at 375 S. Zuni. The public hearing was held to release the Draft EIS to the public and to solicit comments and feedback on the project.
- January 2004 – Community and Environmental Resources Public Meetings
Two System Alternatives Public Meetings were held on January 23 and 28, 2004, at the Lighting Services Building at 241 South Cherokee Street. The meetings were held to present the three system “build” alternatives and no-action system alternative, existing conditions (community and environmental resources), and potential impacts. The comments from these meetings were incorporated into the Draft EIS process.
January 22nd and 28th, 2004 Public Meetings – Public Comments and the Colorado Department of Transportation’s Responses
- July 2003 - System Alternatives Public Meetings
Two System Alternatives Public Meetings were held on July 23 and 29, 2003, at the Lighting Services Building at 241 South Cherokee Street. The meetings were held to present the four system “build” alternatives. The four system “build” alternatives were developed from 15 element alternatives (see Alternatives).
From December 2002 to July 2003, the 80 element alternatives were reduced to 15 by utilizing multiple screening steps that incorporated comments from the public meetings and the various other public outreach efforts (see Alternatives).
These meetings were designed to receive public comment on the various system alternatives (see Alternatives). The comments from these meetings were incorporated into the design alternative process.
- December 2002 - Element Alternatives Public Meetings
Two Element Alternatives Public Meetings were held on December 12 and 17, 2002 at the Lighting Services Building at 241 South Cherokee Street. The meetings were held to present the 80 element alternatives developed for the I-25 mainline and the major interchanges from Broadway to 6th Avenue including a section of 6th Avenue from I-25 to Federal Boulevard.
These meetings were designed to receive public comment on the various element alternatives (see Alternatives). The comments from these meetings were incorporated into the design alternative process.
- September 2002 - Formal Public Scoping Meeting
The Valley Highway EIS completed the Resource/Cooperating Agency and Public scoping process in September 2002. Public Scoping Meetings were held on September 24th, 25th, and 26th at three different locations throughout the project corridor. These locations were:
- Cameron Church (West Washington Park Area)
- Valverde Elementary School (Valverde Area)
- Del Pueblo Elementary School (Baker, West Washington Park, Lincoln Park Area)
These meetings were critical to the direction of the EIS by identifying key environmental with potential impacts, developing technical approaches in determining environmental impacts, and understanding the public's needs and concerns. The main issues mentioned during public scoping were noise impacts, disruption of neighborhoods during construction, communication with CDOT and pedestrian/bicycle mobility in the corridor.
Affected Neighborhoods
Many adjacent neighborhoods were approached and agreed to join in the study. Those likely to be most directly affected included the following neighborhoods:
- Overland
- Godsman
- Athmar Park
- Valverde
- Barnum
- Villa Park
- Sun Valley
- Lincoln Park
- Baker
- West Washington Park
- Platte Park
Affected Businesses
The project team performed a door-to-door visit with approximately 900 businesses within the project corridor to establish an up-to-date database and to determine the level of knowledge of the project.
A 6th Avenue Business Workshop was held with businesses in the 6th Avenue and Bryant Street area on October 2, 2003. The workshop was designed to receive public comment on the alternatives specific to 6th Avenue.
Citizen Working Groups
Many local citizens volunteered to participate in “Citizen Working Groups”. These groups assisted the project team in defining elements of the project focused in key areas:
Construction Impacts Citizen Working Group
This group considered the potential construction impacts associated with the alternatives. Construction Impacts Citizen Working Group meetings were held on September 24th and December 10th, 2003.
Noise Citizen Working Group
This group considered the social and analytical elements of noise. Noise demonstration tours were conducted on January 16 and 21, 2003, and additional meetings were held on September 26th and December 16th, 2003. Due to low attendance at the September 26th meeting, an additional meeting was scheduled on January 27th, 2004.
South Platte River Corridor Citizen Working Group
This group considered the recreational and water body character of the South Platte River through the project corridor including its designated uses, water quality and history. South Platte River Corridor Citizen Working Group meetings were held on September 16th and December 4th, 2003.
Urban Design and Aesthetics Citizen Working Group
This group established urban design goals for the project that consider the context of the corridor with in the larger I-25 corridor (including T-REX), the existing community character and goals, and the longer term maintenance obligations. Urban Design and Aesthetics Citizen Working Group meetings were held on September 15th and December 15th, 2003.
